In the wake of the Nemesis incident, the so-called ‘old order’ was largely destroyed, and new government bodies spawned from the ruins. Some of these were simply leaner and more practical versions of former countries’ ruling groups, while others were formed along ethnic or religious lines. Many of these smaller groups quickly went to war with their neighbours, often to near-annihilation. The largest and most stable of these formed the World Council, aiming to reduce the bureaucratic bloat which had almost crippled previous administrations. This new organisation was immediately challenged by some of the strongest super powered individuals such as the Terror Mind, each one defeated by the increasingly organised heroes who had emerged during Nemesis. In recognition of the actions of these brave individuals, a World Council vote codified the Super Fighters Act, expanding on previous citizens arrest and private investigators laws to form an official position with official policing powers for those willing to abide by them. Those who chose to work against these laws would be considered criminals; labelled villains their arrests were amongst the first official duties carried out in line with the new Act.
With humanity gradually recovering from the massive disruptions to its existence, a new status quo established itself over the next several years.
